No you’re right, that isn’t what it’s for. I supposed someone thought that the testing forum was full of spam (which isn’t what it’s for either) and so decided to move old/locked topics there.

Add: Ok I see a lot of topics that obviously belonged in various places in the forum. So although I contacted 1 section mod who I saw moving topics there, it’s obviously more than one person doing this. My question to the section mods is why?

I don’t see why they can’t just leave locked topics in the section. It’s not like locked means they’re locked in place. They’ll just sink beyond the event horizon, aka page 2, never to be seen again.
