What makes you know there will be a game like this? If anything it would be done by dimoand, Peral, and battle revolution. Dimanod and peral will let you have all 439 pokemon, you can get 425 just by each verson alone and the 1st 2nd and 3rd generation starters and evoultions are not in the games but there are many people who would be willing to trade low levels or forms of them because getting the starters would be easier then ever and the legnadrys from all the past games can be traded as well and there are even people who would trade them. Not to mention all 3 games have wi-fi capablies and let you fight and trade with the world.
