But seriously Master Chief like all other old mythological heroes represents a quality more than such a person. Alot of the things Halo builds off of are mythological things and this is just another one of those things. Keeping the hero a quality or personality to strive for not an appearance.

I have a theory that it may be one of the pictures on the memorial wall at the end. Of course, this is just a theory. I mean, why would there be no picture of John 117? That makes no sense.
