Yes you need the first WoW, then you buy or download the expansion from the main website. You have to pay 15 dollars per month, even if you have the expansion or not. I suggest getting the regular WoW pack, get at least to lvl 60, then buy BC. But trust me, it takes a LOT of time, unless you have some friends to help you grind some levels.
