Probably wouldn’t guess it, but it’s Shuckle.
1. Have someone on your team use trick room (slower pokemon attacks first).
2. As soon as the other person sends out a SP Atk Sweeper, switch in Shuckle. (Or if your already against a SP Atk sweeper, Shuckle can use trick room)
3. Then have Shuckle use power trick (switches Atk and Def, NOT SP Atk/Def)
4. Kill the SP Atk sweeper with your now 612 attack (while still having 612 SP Def.) Shuckle.
5. Dominate for as long as you can with trick room, as at this point you can one hit Blissey no problem with EQ/Rock Edge/any attack thats 80 damage or up, but note that if you get hit by one Physical attack your finished, as his defense is now about 80.
Oh, and for this I’d recommend the standard 252 Def. EV’s, 252 SP Def. Ev’s, and 4 HP EV’s, and relaxed nature works really well with this combo (Speed down and Defense up).
Note: I saw it mentioned on armorgames that Garchomp (who has a max attack of 394) with one swords dance has an attack of 788, beating Shuckle. This is ridiculously false, thats a 394 boost to attack * and would mean that me using swords dance on a level 5 of any kind would give it an attack that would stomp a Level 50 Rypherior who was maxed for his level. Just... no.
One more thing lol. For those who would argue that this is not the most efficient way to achieve an attack of 600 or up, I’d like to point out that the highest starting attack of a lvl 99 pokemon with an attack boosting nature and maxed EV’s is 504, being Attack Mode Deoxys. This Shuckle combo takes two assist moves, while retaining a SP Def. Of 612, making it a special wall to the max and an absolute rape offender, while an Attack Mode Deoxys would need three Swords Dances to reach that level, and then only have a SP Def. of around 300 if I’m not mistaken. And in addition to all of this, Shuckle is guaranteed to go first with trick room, having a SPD of 80 or lower if you have a Relaxed nature and no EV’s, making it the slowest of any pokemon. Deoxys still has a speed of around 300, so trick room wouldn’t benefit it and it’s not nearly fast enough to outclass everything.
* I have seen sites that say it increases your attack by it’s original value, such as http://www.math.miami.edu/~jam/azure/attacks/s/swords_dance.html, this is false as far as the tests I’ve done go, my attack did nowhere near double the damage after used it with Rypherior, and Bulbapedia confirms what I believed here
