Out of all the famous shooters out there with aliens of some kind have a set up government,
The covenent from halo as we know are religious,
they follow the beleif of the forerunners
the combine from Half-life are totalitarion
they enslave other life forms and control them
the space pirates from metroid are militaristic
they have weaker people as slaves and work on weapons and other projects to succeed.
The helgist or whatever they are called from killzone also have an authorian government.
It seems like every sci-fi shooter story with their own aliens gives a good back story to how those creatures live.
