I would say flood for this reason:
The flood were unstoppable when the forerunners existed, they didn’t just take over one planet, they took over galaxy’s, and an advanced alien race couldn’t think of anything to do other then suicide to kill them. they are basically Super hyper ninja space zombies.
setting: 1 planet, civilians cover the planet, billions in numbers, the continents aren’t separated by water, the zombie outbreak caused by diseased livestock being eaten, other then that the disease spreads by getting bitten.
Flood have about 10 infection forms, 3 of which become exploders/carriers, these create infection forms,
