I think it’s the Chozo their tech reached a point in which they knew everything there was to know, so they sat and watched other civilizations grow and develop and them selfs grow a bond with nature and grow their citys from stone

After playing Metroid Prime 3 (I’m about 80% complete I think), I would definitely have to say the Forerunners.
