It’s a fact. Anybody can have someone else’s IP. IP is not tied to a person’s computer or internet. It goes by area and is reset constantly. Someone in the same area can have the same IP at some point in time.

Either way, you have different IP’s, so unless you’re using a proxy I don’t viably see how you’re the same person, even with what you pointed out.
