Well, there are few things that contribute that make you think you saw the man before.

1. It asks whether you saw the man before.

2. His facial features. Big eyebrows, small head, small nose, etc... It’s more 'recognizable' than having medium-sized eyebrows, medium-sized head, etc...

3. Black/white color of the picture. Makes the picture more vague.
