Broly’s power level itself could be equal to ssj4 power, but his physical strength wasn’t.
In the DBZ movie of super 17 they said his power level felt or was close to that of broly.

It makes perfect sense if you use the series and movie info to pin point where broly’s power level was. But not his physical strength.
Remember when Goku 1st hit SSJ2 he said that this transformation was no good because it wasted too much engergy and was slow to move around because his body got so much bigger. Meaning vegeta Bigger body SSJ2 was more powerful then goku regular body SSJ2, But because goku can save more engery and move faster, he could beat vegeta.
Broly’s SSJ2 form was way different it seems, because not only was it big like hell showing that his SSJ2 was much more powerful then goku’s, vegeta’s, trunks and gohan’s but he moved alot faster and saved a hell of alot more engery. I mean come on he beat all of them twice, then without healing he fought goten, trunks and a much stronger gohan.
So it’s safe to say broly’s power level was much further if not equal to a SSJ3. He just lacked the speed and strength.

to answer why Super vegeto is a greater warrior then Gogeta?

Simple all you have to do is take this into account.
Mystic gohan is the most powerful non fused DBZ guy. ok that means mystic gohan over SSJ3 level but does this mean gohan can beat SSJ3 Goku, maybe not since goku is a more expericed fighter and knows how to drag a fight giving him the upper hand. But still power level wise mystic gohan is higher.
Remember Buu power level was unlimited, but his strength and speed was not.

Super buu was like a SSJ2.5 level. gotenks was SSJ3 level. Makes sense gotenks was owning buu, buu just had more engery to take the beating. But phsically wasn’t strong enough. What did buu do? wait for the fusion to end. because buu is above SSj2 power level and can beat the boys. But here comes gohan so called SSJ4 power level right?
Super buu with his SSj2.5 takes gotenks and becomes SSJ2.5 plus the SSJ3 and beats gohan like a new born child. LOL
So its save to say Buu is now equal to a SSJ5.5, Buu looses the fusion and drops to a SSJ2.5 We know this because gohan can now take him. But Buu grabs gohan pushing him now to a SSJ6.5
NOW!! lol. if buu power level is now equal to a SSJ6.5 and vegeto at regular hair black form is equal to him that means vegeto is a SSJ6.5 Right? He’s more powerful then SSJ4 Goku but weaker then SSJ4 Gogeta.
Now watch this. When Vegeto goes SSJ2 he clearly surpasses Super gohan Buu. which is safe to say that vegeto went some where to SSJ7 or SSJ8 which is what SSJ4 Gogeta is. Makes sense because when you 1st see SSJ2 Gogeta his power level seems to look like Vegeto’s.
Whats the difference gogeta seems to have new powers.
So if SSJ2 Vegeto is the same or near SSJ4 Gogeta. Then don’t you think SSJ4 Vegeto would surpass SSJ4 Gogeta?

And i know if they level 'ten fold why is the 1st Ssj level 15,000? Idk thats the inconsistence of DBZ and all other of those series, but thats the maty and if thats true, when you look at broly your techincal looking at a master piece of a LSs and all that without training, without facing a a challenge to gain experience, so just imagine of he wasnt robbed of training and whayever else.
