Technically, you could be a “good” person who follows the lord and such, yet someone could tamper with your brain and make you an atheist or evil, malevolent person. Therefore, in entirety, the Bible or God’s judgment upon humans, is unfair. Unless he judges you on how you COULD have been, which means no one would go to Hell, since everyone COULD have been “good”.

Are you actually being serious about this?
It’s true, your actions and values are based upon how your brain works. If you got some sort of head injury and you changed, not exactly your fault. And it’s entirely possible that in the future or even now, someone could give you a drug or something to mess with your brain and how you are.

I believe he meant an atheist OR evil person,because i am pretty sure both will send you to hell.

Everyone could have been evil too, so they should go to Hell. Funny logic, eh?
Although you are right, our brain does mature outside of our direct control.
But there are some persistent people out there who can reject such re-socializations, unless they had a memory wipe of some sorts.
It’s not just brain trauma that affects how you think and act. It’s everything. Genetics, hormones, advertising, education, parenting, social interaction, culture, media, literature, random events. All these things and more combine to make you who you are. It doesn’t matter if you’re Nelson Mandela or Eric and Dylan, you have no choice in it.
We should not punish evil people for revenge, we need to isolate them from hurting others and rehabilitate them so hopefully they can be a good person again, as well as preventing people from doing criminal acts in the first place.
If I were 'God' I would make everyone good to begin with....

That’s what 'God' did in the first place, but he made the mistake of giving us free will.
On another note, I was debating with my Human Biology teacher on 'Non-Christians will go to hell'. Of course, being a devout Christian, she believes this, but in response I asked “Why would God, a loving and caring deity, punish a person who has lived a life of kindness and good deeds by sending them to hell for the mere fact that they do not believe in him?"
I don’t remember her replying, but I followed on by saying “If this is true, God must be a hypocrite”.

Did you even read what I said? 'Free will' is a crock of shit, people commit crime because of causuality. Therefore, we cannot really be fairly punished by God for any of our actions as we are not responsible for them any more than a faulty computer is responsible for it’s own shitty design. Even in human society, the law should not support retributive justice.
