What do you mean by that? Is it a rectangular area enclosed by a fence (as seen from above)? Or is it just a straight fence that’s rectangular (aka rectangle from the side, line from the top)? You mean the volume of the fence is 3 cubic feet? That tells you a vertical cross-section of the fence is 1/2 square foot in area, which doesn’t tell you much because you still don’t know how long the fence is.

If the fence is solid, then 100% since it’s 6' tall and the dragonfly only flies up to 4'. If it’s a gridded fence like in the link to the picture, you’d need to know the dimensions of the gridding. (you’d want to know the area of a cross-section of the dragonfly and divide it by the area of the hole.)
