Depends on who you are.
Both have different strategies. Some flunk one but do well on the other.
For example, the SAT penalizes guessing. You lose more than a point for a guess if its wrong than if you left it blank, which means you can, in theory, go into a negative score (which has happened before).
ACT rewards guessing, as a last resort, of course. If you leave blanks, its worse.
Then there are how they present questions. Either way, they’ll get you into college if you do well on them. Choose what you like.
