Terror is also evil :P Hoever, way goverments are using in this war is most stupid, and fucked up thing they ever come with. Hoever, real war in evil happens now, in laboratories, where sciencists invents things, that will made our life better. Yes, it looks like and endless war, because “with every new way to save life comes hundred new ways to die” [Random Spider-Man Quotes], but with little faith we can belive it’s not, even if we will not live enoug to see it’s end.
Someone will always perceive something as evil. Terror is not always evil. Eg, the terror some people feel when they go on the roller coaster. Yes, we know we can make it better, that’s why so many of us keep on trying. Gplex wrote:

God is everywhere, except in all people, but god is only in the outside of people, to not be evil is to let god inside you, but god is not in all people.
Alright that doesn’t make sense to me. Anyway, it seems to me that you want to redefine your god as love or peace. Both are subjective emotional meanings that differ for each person.
