Ok, you would have to be a fool to think the Combine are weak. They have conqured countless worlds in other dimensions. They conqured the Earth in 7 hours. The only reasont they didnt annihilate earth is because they wanted its resources. However, it is true that the combine force on earth in hl2 was weak. They barely used any Synth; only gunships, striders, and carriers; which were apparently all from the same planet. The only foot soldiers they used were the transhuman soldiers. The reason they are out of the argument is because not enough is know about them. If it was a full combine force on earth when breen found out that Freeman has retured, the game would have been unfair.
I don’t know Weeman. I would’ve liked to see at least a few actual combine soldiers or non Earth creatures. They could have made them bosses or elite units that you don’t see very often. It wouldn’t have made the game unfair.

What I meant was if the entire combine army was on earth, when breen found out gordon was there, the game would be unfair because things bigger and worse than stiders and gunships would be comming at you all the time from everywhere.
Well their entire army wouldn’t be needed to conquer Earth but they could’ve at least stationed a few of their own troops on the planet. Besides we don’t know what the combine forces are really like so we can’t judge them based on what we have seen in the game.
