I am contemplating how to handle this as well really. These of some of the things I am thinking about:
Adding a limit on how many images can be contained in one post.
Not allowing images in signatures OR setting a rule for how large that image can be.

If there is to be images in signatures, only let them be a certain size, say 100(height) by 500(length).

The lowest standard resolution is 800x600. I advise a image rate lower than that.
The best image for this site will have to be less than 550 wide for the lowest standard resolution.

Keep in mind that images will slow down the site. Having too large of an image can be bad.

There is no real viable way to control image size as I see it. It would require a lot of processing power for the posting script to try and load every image url posted to check its size (I am not saying that I cannot or wont do it, but it is a last resort).
The signature problem, possible solutions:
1) Allow images AND enable moderators to delete signatures outright if the image is deemed too big.
2) DO NOT allow images.

Well the largest width my page will allow on my browser is 800 pixels. I will try to usually post at 700x400-500. As that seems to best fit and represent the pics that I’ve found. But it will vary.
For the # of pics per post will depend. I say if they are posting pics that are relevant to what they are talking about then why not. But if they start spamming with them which probably means more that 10 per post then I say action would be necessary. And anytime scroll is created then moderation is probably necessary. But don’t do it immediately cause judging the size is sometimes difficult.

We need to establish rules. After rules are established, we need to add them in the common rules.
Abilities to edit signatures would be appreciated, but I don’t think we need to go there.

Yes pics should definetly be kept out of signatures. Signatures are for the word representation of the person. Avatars are for the picture representation. It is unnecessary to have 2.

The maximum number of pixels for the x-axis is only 550 with avatars and everything included. Therefore, I believe the image size can only be something like [img 500 times y).
