Kakashi is not lightning speed. It was “said” that he cut lightning with it, but the chapter that I provided shows that the chidori can act as a lightning rod that brings lightning down to it. So Kakashi is not lightning speed.

Well Luffy survived from island destroying attack and an explosion that rocked ocean.

Devil Fruit users are minority, not majority. Even then, some of users can fly like CP9 members(Geppo), Crocidile, Enel. CP9 guys would finish those water jutsu ninjas before they finish their jutsu. It is just tiresome to repeat things. Just because they are weak against water doesn’t mean they will lose to those who summon water. BTW, Aokiji can freeze those water ninjas to death, so no problem at all.

Dude, I can’t believe you are desperate enough to say that Chidori is not made out of chakra. It uses chakra to make, therefore it’s made out of chakra.
Kakashi’s chidori is made out of chakra. The reason why he couldn’t merge lightning chakra with Rasengan is because it is the highest level of shape manipulation.
But hey, Naruto’s wind chakra was able to fuse with the Rasengan so I just disproved your point also.

Also, Shiki Fujin can’t hit Enel because he can’t hit him in the first place. It’ll just phase through him. Nice try.
