Just because he only shows feats like that doesn’t necessarily mean he is that weak. I understand showing feats is first priority but not always. Oda said that Lucci would beat Enel.
And One Piece characters have far better speed and reaction. Zoro reacted to bullets way back in Whiskey park. And they surpassed bullet speed, while Naruto cast are still faaaaar below that? | |

Like MB, destructive power doesn’t matter. And it is assumed he could destroy a mountain if he wanted to, seeing as how he is many times stronger than most of the other OP characters.
Kuma has the power to deflect or push anything at the speed of light. Even air. Even if he’s hit, a direct hit from Zoro didn’t even scratch his armor. He’s pretty invincible, and can move at the speed of light.
