When people say they are going to it is because it is a cry for help.
Most often when someone is actually going to go do it they don’t tell anyone - because they don’t want anyone to try to stop them. Of course they will sometimes talk about it beforehand - but when they actually have decided to do it, that’s when they’re not likely to say anything.
