It depends, it is actually impossible to tell who would win, the halo universe and the gaiden universe have different physics, different abilities, etc.
So in reality it depends on which univcerse they were in.
In the Halo universe chi does not exist, so ryu is just some normal guy with ninja training, while MC would just cruch his head with his foot.
In the gaiden universe, MC would try to keep up but ryu would 'magically' jump around in the air and slash MC.
No matter what you say it cannot change that fact, it depends were they are, when they are, what weapons they have, if anyone is sneaking, and who saw who first.
Don’t even bother argueing, just think about it and you will relize it is true.
