That’s if he goes fox, which only happens if he’s pissed, or in a life or death experience, the same goes for Aang and his Avatar State.
from what i’ve seen, the kyuubi chakra is just as effective underground as it is anywhere else. if u watch 4-tailed vs orochimaru u’ll see what im talking about. naruto also demonstrates the ability to disintergrate things with blasts or pure chakra in that fight.

Aang has been captured by Admiral Zao, at that time Zuko saving him, Zuko wearing a mask so no ne would recognize him... when he almost saved Aang... an archer shoot Zuko right on the head... and Zuko suddenly unconcious... Nice logic saying that Arrow > lighting... (At this time Sokka and Katara got sicked and Aang find some ice frog to heal 'em)...
