The Phoenix Force possesses limitless cosmic energy. It can tap into the energy provided by life-force reserved for future generations, thus denying them existence. It can wield this energy to project beams of immense concussive force. It can transmigrate throughout time and space by folding its energy back into itself, causing it to collapse akin to a black hole. It then reforms itself upon reaching its destination. It can directly absorb energy such as Cyclops' optic blasts or the entire energy of a sun. It is also capable of absorbing the energy and life-force from a foe. The Phoenix Force can control life and death itself and is the Guardian of Creation. As it is the nexus of all psionic energy, it has mental abilities of cosmic scope, including telepathy and telekinesis, and often seeks out hosts who have strong enough psionic abilities so they will be able to withstand the force’s power, such as that of Emma Frost who could not bear the burden of Phoenix when it bonded with her. When the Phoenix Force enters a host, a fragment of its powers is left behind when it leaves. Even a small fragment can be stronger than an unexperienced host using the Phoenix’s powers, as seen by Rachel Summers, who had full access to the Force, but her opponent threw moons at her with only a fragment (the Phoenix Force decided to not interfere with mortal beings and only allowed Rachel to tap into the force’s powers at that time). When bonded with a host, the Phoenix Force amplifies their abilities to incalculable levels. It can manipulate matter on a sub-atomic level (e.g., turning wood to gold, stone to crystal, etc). It can teleport others across vast distances across space and can also open wormholes to access corners of the Universe. If the Phoenix Force is harmed or killed, it will form an “egg” of cosmic power, incubate in the White Hot Room, and hatch out completely healed. .
Onslaught has existed in two forms, each with a different spectrum of power.
The first form is associated with Onslaught the most, and the one he had when he was one with Xavier. In this form, Onslaught has shown a wide variety of abilities including extremely high levels of superhuman strength and resistance to injury. This strength is shown when it is revealed that he knocked The Juggernaut, literally, across North America. At one point, Onslaught remarks that he can increase his physical strength to any levels he wills it. Onslaught’s psionic powers appeared limitless, appearing to surpass even that of Xavier in his right mind. He was especially powerful in the astral plane, where he appeared to have god-like abilities. From what has been seen, he seems to have total mental control over anyone or anything he wishes, ranging from near-infinite telepathy by altering one’s perception to believe they are someone or somewhere else (he demonstrated this by making Wolverine believe he was a wolf pup, and making Storm think she was a child), to most conceivable forms of telekinesis. Onslaught also possessed many forms of energy projection (lasers etc.), all of which at high levels of power. Another demonstration of his raw power was when Onslaught ripped the Crimson Gem of Cyttorak out of the supposedly indestructible Juggernaut’s body.
After fully evolving into his own, separate consciousness, Onslaught captured Franklin Richards and combined the child’s vast reality-altering powers with his own. This caused Onslaught to evolve into his second, more powerful form. In this form, his powers were increased to virtually godlike levels, including the ability to mass-manipulate (his complete takeover of all the Sentinels), create and reshape matter at will (shown when he created his citadel, and when he created a second sun to destroy Earth), and an apparent omniscience (as evidenced when he easily thwarted an attempt to sneak into his citadel). He could also change reality at an almost unlimited extent. His physical strength was also shown to be astonishingly high; so much so he was able to go toe-to-toe in a physical fight with the Hulk (or more precisely, the “Savage” Hulk), after the Hulk’s mind had been blanked and his strength and rage set to incredible levels, using the mental powers of Jean Grey. For a time, Onslaught had these powers while still in his first form; the majority of these came from the absorption of Nate Grey and Franklin Richards.
In the end, Onslaught’s true body was revealed to be a mass of pure, psionic energy that was immune to all forms of physical attacks and, under normal circumstances, all forms of energy as well.
Trust me a full power Galactus wouldn’t be able to kill Phoenix but he would be able to beat her.
Powers and abilities
Galactus wields the immeasurable Power Cosmic and is one of the most powerful entities within the Marvel Universe; he has even been described as “the most powerful creature in the universe." [11] As such, Galactus is able to employ the limitless cosmic energies within him to produce nearly any effect he desires.
Galactus has displayed a vast array of abilities at his command, which include: size-alteration, the molecular restructuring, conversion and transmutation of matter, the projection of energy with incalculable concussive force or heat, the teleportation of objects — even entire galaxies — across space and even time, the erection of impenetrable energy-screens and force fields, the creation of interdimensional and intradimensional portals and wormholes, virtually unlimited telepathic and telekinetic ability, and cosmic awareness on a universal scale. Galactus has even shown the ability to create sentient life, resurrect the dead, manipulate mortal souls, and remake dead worlds — including their populations — in every detail.
Even Galactus' heralds, whom he has endowed with a minuscule fraction of his awesome power, are able to manipulate matter and energy in ways far beyond human comprehension. Indeed, Galactus is so powerful he must always wear his armor to help him regulate his internal energies or else they could run rampant with the potential to change him into a star.
Since Galactus must continuously feed to sustain his energies, his power levels are inconsistent throughout any given period of time. When Galactus' hunger has been recently sated, his powers at the very least rival those possessed by the Celestials. A fully satiated Galactus however, as explained in the Secret Wars saga, has universal awareness and power levels that are on par with those of Eternity himself, though it should be noted that Galactus is almost never satiated to full capacity. As such, the longer Galactus goes without feeding, the more his strength, power and universal awareness wane. Within just one month of consuming a suitable planet Galactus' power reduces exponentially-yet even in such a depleted state his powers are still far beyond human comprehension. Going several months between feedings, as he has done on a few occasions in recent years, can bring him to the brink of death and leave him so weakened that he proves vulnerable to direct assaults from superhuman teams such as the Shi’Ar Imperial Guard, Avengers and the Fantastic Four.
In the universe’s earlier years, Galactus could go without feeding for a century before his hunger substantially weakened him. It is currently unknown why the intervals between his feedings have decreased over millennia.
As the oldest known living entity in the universe, Galactus possesses arguably the most advanced intellect of all lifeforms in the cosmos. Over the eons and epochs of his existence, Galactus has amassed cosmic knowledge of such universal depth that there is little knowledge that he does not possess. He is aware of every event of cosmic importance, and being an inherent part of the universe, has often and repeatedly confronted entities and events that would compromise the existence of the universe as he knows it.
Galactus has created and employed perhaps the most advanced technology ever developed. His constructs are of such sophisticated design and engineering that they often replicate some of his inherent abilities, such as intra and inter-dimensional travel and the transmutation of matter on a massive scale. While the capabilities of other beings, such as the Celestials, are widely regarded as one of the most highly evolved and advanced technologies in the cosmos, the sheer scope and magnitude of Galactus' works are unmatched. The Ultimate Nullifier, itself an aspect of Galactus, endows the user with the power to effectively “nullify” anything and everything within the user’s ability to conceptualize. Taa II, the home of Galactus, is of such immense size that its expanse encompasses an entire solar system. Indeed, so astounding is Taa II that Reed Richards — considered to be the most brilliant man on Earth — stated that he could spend the entirety of his life studying just one of the rudimentary machines installed by Galactus.
It can be argued that despite his staggering might and vast intellect, Galactus is often portrayed as overconfident and prone to underestimate his foes, often leading to his defeat by lesser beings.
And then ofcourse don’t give him the Ultimate Nullifier:
Ultimate Nullifer
First appeared in V1, issue #50 (May 1966) of the Fantastic Four comic book in which Reed Richards produces it as a last ditch effort to stop Galactus from destroying Earth.
The Ultimate Nullifier has the ability to completely and utterly eliminate any target the wielder chooses (through violation of the law of conservation of mass), and if the wielder’s mind isn’t powerful enough, the wielder himself. In the hands of a being with an extremely powerful intellect, such as Galactus, the Ultimate Nullifier can destroy entire timelines from beginning to end. While its origins are ancient and until recently unknown, it has been revealed that the Ultimate Nullifier is actually an aspect of Galactus. The Nullifier resembles a small, hand-held metallic device with no apparent functionality, although it is likely similar to Galactus himself in the respect that it appears differently to different people. In fact it is the only known weapon in the universe capable of inspiring fear in Galactus.
The Ultimate Nullifier is generally kept within Galactus' Worldship (Taa II) though at times Galactus has been known to carry it aboard his spherical starship. In the rare instances the Nullifier has been stolen or shown to be kept in other locales (such as the Fantastic Four’s headquarters) later stories have shown the Nullifier to have returned to Galactus' possession, usually with no explanation. The reason behind this inconsistency may have been revealed in the Abraxas saga. In the story, Galactus demonstrated the ability to effortlessly recall the Nullifier to himself at will, even from the grasp of Abraxas, the universal embodiment of destruction.
And then if Phoenix somehow did manage to kill Galan she has to fight Abraxas

hey silver Surfer could not scratch Dark phenix as could Galactus.
The Phoenix Force is an immortal and mutable manifestation of the prime universal force of life. Born of the void between states of being, the Phoenix Force is a child of the universe. It is the nexus of all psionic energy which does, has, and ever will exist in all realities of the omniverse, the Guardian of Creation, and a de-facto guardian of the M’Kraan Crystal. Phoenix is among the most feared beings in the entire universe - having the power to cut and regrow any part of the universe, as well as destroy it entirely, which is part of the Phoenix’s purpose: “The Judgement of the Phoenix”: to burn away what doesn’t work.
As originally written (Uncanny X-Men #101), the Jean Grey incarnation of the Phoenix was not a separate cosmic entity, but Jean herself, having attained her ultimate potential as a psychic, only to become slowly corrupted by the manipulation of such foes as Mastermind and Emma Frost; unable to adapt to her enormous power, Jean was driven mad. Becoming Dark Phoenix, Jean destroyed a planet populated by sentient creatures (by eating the sun of that planet’s solar system to sate her “hunger” as Dark Phoenix) and subsequently committed suicide on Earth’s moon (Uncanny X-Men #137).
Years in the future, when the Phoenix Force took Rachel Summers into the cosmos to heal her, it ran into Galactus, the world eater, who was consuming a planet. The two battled and the Phoenix Force was able to stop him. Unfortunately, the world it tried to save was destroyed by their combined powers. The Phoenix told Galactus to stop because he does not have the strength to continue. It said that it wanted to save the life of the planet Galactus was devouring and its actions were just. Galactus, however, accused it of being a hypocrite. He claimed that while he devoured life on planets, the Phoenix in turn took life energy from the future - killing countless beings that have yet to be born. From that point on, the Phoenix Force decided that it would not mainfest, as in take total control of her host body, because it is denying life in the future.
you see, the problem with that is all silver surfer would have to do is send some energy out and rearrange either of their molecules, making them into a frog or something. here is a better list of his abilities:
Endowed with the Power Cosmic, granting him superhuman strength, invulnerability, energy manipulation, molecular transmutation, control over the fundamental forces, a degree of cosmic awareness, the ability to travel at trans-light speeds, Immortality

G-Man knows all, G-Man can do pretty much anything, he chooses not to though.
He could turn the universe into a way that it is his own, but he doesn’t.
G-Man has employers that are equally powerful, if not more.
MXY is from the fifth dimension with hundreds of imps just like him. Nothing is more powerful than them except the Presence. They are all capable of making the universe the way they want. Infact MXY has destroyed the Multiverse and then restored it in a matter of seconds just because he felt like it. GO MXY!
