Perhaps Buu in his final form. It takes everyone in DBZ universe to take him down. Goku needs to gather so many spirits in his Genki-dama or whatever the name is as the ultimate weapon to kill Buu.

When Buu is reborn, he’s already as strong as Goku in young age.

Buu died once, Goku died more than once.

Buu is only beaten twice :
1.Beaten by Fusion of Goku-Vegeta, but this counts as two
2.Beaten by Goku and friends, this counts as group.
Goku is ever beaten by Muten Roshi and Piccolo in his beginning career. This is man-to-man fight, so Goku is fairly beaten. Goku even resigns in his battle with Cell, after realizing Cell’s much stronger than him.

Goku can become stronger and stronger, but I think Buu can do the same. So Buu is the strongest char in DBZ universe and Goku in second place, with a very little gap.

I mean, after Buu is reborn, in young age he’s already as strong as Goku in the same time. Perhaps Goku is about 30.

In the truly battle mano-il-mano, I guess Buu will take down everyone in DBZ universe.

Android 17 and 18.You may not agree,but think about this:what would’ve happened if Trunks hadn’t changed history.In all the other sagas Goku or someone else always came up with something,but this time they didn’t,so trunks had to timetravel to fix that mistake.Otherwise,the end of DBZ would’ve happened right there.
