all the locations {Vampire Lair, Wizards Tower, Pirate Cove} are given to you without questing, though you still have to buy everything to outfit them. Like Cid said, go to Anvil and the Chapel of Dibella, talk to the nutcase across the road

5. no, only the PC, RETAIL $20 version comes with the previous addons. This is the same as the $10 download only PC version.
looks like the Xbox version does not include the extra hangouts

drop all your stolen items somewhere safe, then turn yourself in to the guards. Pay the fine, or do the time if the fine is too high, then you will get access to atleast some of the shrines again.
