They can just resize him. They did it for pikachu. They are like 2 feet tall, but in SSB it’s bigger...

bowser is usually three times the size of mario so they could resize him wouldn’t b that much of a matter, but I think he is one of the characters people would really like to see, plus he would unexpected, I mean if snakes in...

Yeah, Bowser only had to be shrunk down by three times. Captain Olimar is the size of a quarter so he would have to be resized how many times? Hundreds maybe?
