After the Cell Games, it would be ridicously one sided. Piccolo couldn’t even stand up to Cell’s first(adult) form after Cell absorbed a bunch of nameless people . Vegeta owned Cell’s second form and put up some what of a fight against Perfect Cell. Vegeta might not even need to turn Super Sayain
He never appeared in the Garlic Jr. saga, but this was before any androidss appeared. He would still win. The only time Piccolo was stronger than Vegeta was when he and Kami Sama fused to beat the androids (17-18). Afterwards, egeta trained with Trunks in the Time Chamber and ofcoursely became stronger.
After ascending in the Time Chamber, he’s pretty much right after Goku, who’s behind Gohan at that time. I won’t count Trunks, since he’s from the future and all that. Let’s also consider that Piccolo couldn’t handle Cell after he went to his second form and Vegeta toyed with him.
I can’t really say on the Garlic Jr. stuff. Vegeta was just kinda around, but you never really know how capable he is. Its not even in the manga anyway, so I don’t care.

Piclo was even with android 17, and then Cell, in his first form, nearly killed him with one punch. Along came Vegeta, and fought Cell in his 2nd form and played with him.
In the Garlic Jr. Saga he was also stronger, he hadn’t joined with Kami Sama, so he wasn’t very strong. As for Vegeta, he was known to be the strongest, since Goku hadn’t arrived to Earth yet.
The only time Pìccolo was stronger was between the short time Piccolo joined with Kami Sama, and Vegeta had just fought android 18.
I say vegeta, not familiar with the time zones but goku beat the old piccilo as a kid while it tok a much older version of himself to beat vegeta, vegeta always seemed to be stronger than piccilo
