If it is the Movie Silver Surfer then Goku will pwn him. But yeah if it is the comic one then maybe Silver Surfer can defeat Goku. The argument he will find a way has been used before and it doesn’t work in a forum battle,that argument can be used for any hero they always seem to find a way to beat the odds.But in a forum battle the characters don’t get the advantage of some plot device or outside help to save the day.
