I don’t think that it means that. To me it seems like it only really justifies the locking of topics and warning of members for creating topics based upon it.

But I won’t say that he wouldn’t receive a warning for say, following you around, barging into several topics, and saying it when the topic has no relation to it. Like a topic based on a game.
