A developer can, in fact, decrease the textures by 40% and the Human eye notice little to no change at all.
This can be done with anything, even with polygons.
Utilizing this technique you can run pretty much any PC game on the consoles, for right now at least.
And, even if someday the ps3 achieves mind-blowing graphics, ports to the 360 will look relatively the same due to such techniques as this.

To fix that, developers add CELLS to the game, these cells break up the bandwidth needed to run it smoothly and uses it more wisely.
