The narrator did say that, but King Kai said different. He told Goku that a Super Sayian tore up most of the South Galaxy. He said nothing of him destroying it.

Well, he probably tore up most of the galaxy with that attack he has. Obviously, he couldn’t have done it all over time. It was probably a big blast. If he took out a galaxy that fast, planet by planet, star by star, his attacks would be far greater than lightspeed.

That is debatable. Let’s say it like this. Most of the galaxy was destroyed, but not all of it. Planets gone, some destroyed (not gone), and no life present.
