Well, I guess Cloud wins because of the Omnislash, but Sephiroth is stronger overall.

Yeah Sephiroth is better than Cloud in everyway apart from determination. THAT’S why he loses. Oh and they’re pretty even for skill.

I say Cloud because he seems to always pull through and pull something out of his ass when he so needs to lol.

It really depends. In terms of power, Sephiroth is doubtlessly stronger than Cloud. But, because of his somewhat overwhelming cockiness, he always loses to Cloud, often letting his guard down at the end.
