I would say so. Shadow can use Chaos Control whenever he wants to. Omega can at least use his chainguns when ever he wants.

I figured as much.The whole “Sonic needs 50 rings to turn Super” and “Sonic needs to kill enough enemies to a team blast attack” is pure game mechanics.
