Dude, Derek - Kid Buu HELD back. He could have KILLED Hercules in 1 hit but didn’t. He could have MASSACRED Vegeta SSJ2 before Goku could save him but he DIDN’T. He could have blown up Mr. Buu for good but he DIDN’T. All of it shows holding back. The only one he cut loose on was Goku.
