Umm, The Saints don´t use normal sense, they have all return from Hell too, Lets see Hyoga could Froze everyone, Shun Got The chain of Andromeda, to pass the protection of the Chain the attack has to be far from light speed and very strong.
He has two attacks, one have a power of A nebular storm.

this Saints start like the low clast of bronce saints, they surpass Silver Saitns, Golden saints, and to The point to kill Minor Gods and defeat Hades and Poseidon reincarnation, is a good series, but they have sacred armors, that give them extra power.

he’s caught people much faster than cell,
he’s caught quick silver, wonderman, and snatched artillery shells out of the air, he can definently move fast enoug hto hurt cell, cell beams wouldn’t be able t odo much damage, only make him adder, as he gets madder he gets stronger until a point where cell wouldn’t be able to do anything to him

The Silver Surfer let himself get cought by Hulk. He has cought large missiles, not artillery shells, even IF he had this would mean NOTHIGN seeing as a conventional .38 special revlver shell moves at 1.220m/s, only 3 times (roughly) the speed of SOUND. Cell moves HUNDREDS of times the speed of light.
His most powerful attack is able to destory a Solar System. This would definately cause damage to Hulk.
And on a final note on how it would be IMPOSSIBLE for Cell to die against Hulk... Hulk has no energy atacks, meaning if Hulk even MANAGES to catch him (which he can’t, hell,he has IT aswell) and breaks, say Cell’s arms or his whole body, Cell can simply regenerate back.
Hulk can’t defeat Cell.

he was overestimating himself, plenty of charactersin dbz do that all of the time, if it could destroy the solar system the energies emnating from it would’ve easily destroyed earth

...read, quick silver not silver surfer, hulks regernative factor is much better, and punch blowing off cells head would easily destroy cell, not to mention his claps create an extremely powerful shockwave
