In DoC it reveals that Vincent needs the prota materia to control Chaos or it can control him whenever it likes so he always has it with him in his chest sotheing the beast.

Erm no Seph was caught in that attack cus he underestimated Cloud, nothing more.
2. LMAO the Omni slash is far from light speed you can see Cloud moveing really fast but you can still see him, in DoC Chaos is completely invisable to the naked eye you can only see flickers of light trust me he is faster (remember Chaos isnt Vincent its a seperate entity but with Prota Materia Vincent can control it.

Ya they saw flickers but then you do too when Cloud is pissed AND doing omin-slash... Sephiroth did NOT underestimate him the second time around

Sephiroth spent the whole fight toying with him (he wanted to hear him beg before his defeat), he wasnt trying to kill Cloud untill the end (if he was he would have stuck his sword in Clouds heart not his shoulder).
If Chaos could be manifested at will he would have in AC the Prota Materia keeps chaos locked inside Vincent tho.
