actually he is much faster also and incredibly higher in rank, lets just say Vice was so fast he literaly ran up to Vincents Bullets and flicked them out of the air back at him, he would have truely decimated Cloud without trying.
The one named Russo who Cloud is on par with fought Vice with a huge bulking mamoth of a man named Azul he was tranceformed makeing him many times faster, and Russo split into three of herself, Vice beat them with on arm...(that’s how crazily skilled he is).
And Chaos beat that guy (while Vincent was in control mind, a beserker Chaos proved helpless against Vice).

1. How do you compare Kenshin to Cloud Kenshin sliced 12 guys 3 times in the blink of an eye Cloud has never done that, the fastest Cloud moves is Omnislash Vertion 5 witch he used to beat Sephiroth witch took about 6 seconds all together...
Vice and Vincent completely disappear from sight and you only see flashe’s of light their many times Cloud vs Sephiroth (mostly because Seph dousent try against Cloud as he is so weak lol).
2. Genasis was weaker than Sephiroth dude play Crisis Core..., Genasis hates Sephiroth and after returning back to life in DOC he tells Vice they still have work to do, meaning he wants Vice not Sephiroth.
Cloud is about equal to Russo as neither can beat the other, this is proven when both walk away unscathed in their battle in DOC (and Vincent beats Russo you do the math) Vincent>Cloud
Vice is emporer of all of them shown her along with the fact he and his fellow subjects were born from experiments much like the Jeanova project.
This is Restrictor he beat all the 1st class SOLIDER in one night for fun and he is pwning Russo (note he is nowere near as strong as Vice).

Where did you come up with that? perhaps you should do more reading before you make silly things like this,
1. Firstly the restrictors beat the 13th division of SOLDIER and SOLDIER are below 1ST Class SOLDIER, The restrictors then became leaders of deepground.
2. WIESS was also orginally a SOLDIER and he leads the Tsviets, did you bother reading the past of some members of Tsviets? one of them actually wanted to be in SOLDIER but never made it
3. You only have to look through the many Quates of Hojo to know who is the best Experiment ever created.
So the graph would go like this to be honest
1st Class SOLDIER > WIESS > Deep Ground SOLIDER > The rest of the TSVEIATS (without WIESS there lame) > SOLDIER
oh and Sephiroth was the best 1st class Soldier

Sephiroth is marely stated as never to be replaced as the main protagonist, it is never stated he isthe strongest existence Deep Ground however were openly called the strongest on the planet.
Restrictor was part of the 14th Unit of SOLIDER 13 was belived to be all that existed but he was above them all and killed the 13th squad in one night (all ubove normal SOLIDER) so the toll work’s down 1st 2nd 3rd and eventually 13th and 14th class Weiss was ubove even these.
The reason Tsveit’s are ubove SOLIDER is given all member’s of DG were all first Class SOLIDER before joining DG Azul wanted to join since before Crisis Core it’s been well over 10yr’s he had time to join obviously excelled through the rank’s joined DG program and became the monster we see in Dirge (he is seen in a training sim wipeing out two new recruit’s with ease, and they were first class to have even been there).
Weiss wasnt so easily manipulated he eventualy killed and overcame Restrictor because he belived him a pwn, basicaly the goal of any Tsveit is a lifetime of constant battle perfect killing machine’s without mercy the next step in Shinra’s world domination, and their perpose to become the strongest possible existence.
When compareing power Cloud fail’s badly because he was so weak as a failed Solider and dident even make Seph sweat in their fight their isnt alot of cedibility for Cloud, Russo fought him and both are left unscathed Weiss fight’s 3 of her and Azul tranceformed and takes them with one arm.

Hmm ok then, best way to look at it then would be too know how Wiess was created and how Sephiroth was created....
Genisis was Created by Project G, which in sense was a failure since after the fight with sephiroth and he got wounded he didnt heal he continued to degenerate, after Genesis was Beat by Zack, He was found by Wiess to which they used the cells of Genesis and had then Placed inside them, thats why Genesis refers to them as brothers, Before this Wiess was just a SOLDIER so these Cells Gave him a lot of power but i doubt Wiess power would ever excell Genesis since Genesis has such power that he can even use majic without materia shows that Genesis is no push over, but Sephiroth was stronger the Genesis before he even Gained his new lvl of power, god help Genesis if he fought Advent Children Sephiroth.
Now Sephiroth Was Created under project Jenova, Now Jenova herself was Powerfull from what we are told about her (Wiping out almost all the Cetra) and Sephiroth was a great success, He was stated by Hojo (and others) to be the perfect SOLDIER. After the Nebillium incident Sephiroth Jumped into the Lifestream and Thus gaining a new lvl of power even more then before, and his plan was to cause such a injury to the planet that all the Lifestream would go to it and thus Sephiroth will suck in all the Lifestream, Ending all Life and him Gaining absolute Power.
Now Minerva the goddess of the Lifestream whos power is obviously gonna be more then Omega simply because she Created the Weapons, but she could do nothing to sephiroth obviously During Both the events of FF7 and Advent Children when Sephiroth had Power over the negative Aspect of the Lifestream so this shows Sephiroth > Minerva.
Now looking over all this i think its Safe to say that Sephiroth is far more powerfull then Omega, Minerva, and obviously Wiess.
To be honest you only have to look at the method Sephiroth uses in attempt to destroy the World and Compare it to Wiess to know true power (Wiess was to make omega suck all the lifestream) this shows that Wiess himself cant even Destroy the world he had to rely on a weapon to do it, Sephiroth can Destroy the world by himself.
Now i love Vincent Valentine too and maybe Vincett with the power of Chaos might beat Sephiroth, But my argument is simply Sephiroth > Wiess
And Agree with you about Cloud he does suck when it comes to the every day fights, but its always when some inner strength comes when he needs it that he always comes on top. We see on Advent Children That Aries Lends him Power on two Occasions, Sephiroth himself states this when says that Cloud as got stronger, but Sephiroth lost the fight because he pushed Clouds emotions too far, instead of just killing Cloud which he could of done. (but to show Sephiroths power, look at Sephiroth after the omnislash in advent children he doesnt look Hurt, it was his Host that couldnt handle the Limit Break as you see when Sephiroth allows Kadaj back)

The best way too look at it though would be to use Final Fantasy Logic, The main hero always win over the Main villian, thats why i Belive Vincet would beat Sephiroth. (Due to DoC Vincet as become the new main hero it seems) Its what the people who Created the game would obviously want the story to go.... a main hero cant die (Unless the main Villian is defeated with them)
Also using this logic too, the Creators say that Sephiroth is the Main protagonist so if two bad guys were to fight the main Protagonist would win (Genesis Vs Sephiroth for example) otherwise he wouldnt be the main Protagonist if he lost :P

Cloud obviously hadno effect on her as she is fine when she fight’s Vincent who then beat’s her in base form he then take’s on Azul and Nero then Weiss the Emporer of all Solider (and then Omega Weiss and Omega weapon), so Vinnie is therfore better than Cloud.
The whole planet relied on Vinnie in the end as is made apparent i cant see Cloud stopping Omega or Weiss seeing as he could not beat Russo and Weiss beat' 3 of her and Azul with one arm.
