Goku dident seem to weaken Fat Buu at all infact the creature wanted to fight more so regardless of holding back or not he did jack shit too Fat Buu,
Gohan was deffinately holding back on Super Buu and pwned his ass all over with clear indications he was hurting the beast (Buu was even bleeding).

In an interview Toriyama make clear that Gohan was the strongest (in The Buu Saga) but Goku is allways the most skilled.
Goku has more experience, that level the battle, also Goku seen to have more techniques, but in Power Gohan wins this one.
I Dunno the end of the manga Goku and why Toriyama put it when he easily could finish the history with the dead of Buu, i supose many fans complain in letters so that is why he kind of is saying that Goku continue to get stronger meanwhile Gohan relax again.

But My Vote Goes FOr Goku.
Actually Goku fighting Gotenks Buu was filler. He was still dead when he fought Fat Buu, so there was much less of an energy strain than when he was alive. That’s why he couldn’t defeat kid Buu.
Goku was afraid to fight Super Buu, he knew he would lose. Mystic Gohan would destroy SSJ 3 Goku.

It was for the Fans that Toriyama continue the Saga, his original plan was to finish the Freeza Saga, and Then Again in the Cell Saga with Gohan like his succesor, but the fans in Japan back then were huge and send tons of letters and wanted more and more, Toriyama confess that he make Vegeta stay because the fans like him.
