I mean, he is the way he is because of the devils fruit, Ichigo is still kinda in training, and getting stronger... Although he did fight someone who is technically immortal, and draw....

If you honestly believe this I doubt you watch One Piece and pay attention.Luffy is strong the way he is because he is a member of the D family,his grandfather put him through horrific training,and he ate the devil fruit.There is a lot of proof he is getting stronger.Early on Luffy would get obliterated by Rob Lucci.Theres also Gear 2 and 3.
