Ok so the main issue to divulge here is the most powerful in Z,
here we see Mystic Gohan fighting with not only Super Buu but Gotenks Buu and he is hitting him dude no denying it and went for a longer pace than Goku respectively against this Super Form.
Im gathering Gotenks Buu is more powerful than Goku SSJ3 and Gohan as Old Kia said he would beat them both togetherquight easy, and why would Goku want to fuse with Gohan forever if he could beat him right.
So Gotenks Buu over Gohan and Goku deffinately...
Now here Goku fought Fat Buu and while holding back you must understand he couldent really hurt majin Buu at all (Gohan held back against Super Buu by quight alot and hurt him) so both holding back Gohan was superior to Goku in this sence.
also your dealing in word not fact, what happened is alot different to what was said could have happened, Goku says he mabe could have beat Fat Buu and Mabe could have beat Kid Buu...this is unsure not a solid fact Goku is saying the likely hood is uncertain not that its a sure thing.
Next there is the Issue of SSJ3 Goku tells us in other World it was easy but in a liveing body is to hard to maintain at full power, so vsing Fat Buu Goku had it easy but against Kid Buu he was lagging by alot, this means when compareing Mystic Kid Buu or Fat Buu or even Gotenks SSJ3 there is a time factor involved Goku is limeted to time and energy Kid Buu and Mystic Gohanhave no time restrictions onb their power neither douse Gotenks.
Next Vegeta and Goku SSJ2 were on par and neither could beat Fat Buu at this level i recall Goku fought Kid Bu at this level before going SSJ3, now my point is inside Buu Goku tell’s Vegeta that Super Buu would kill them both when they leave him and both are shown weaker than him when he toys with him in his head, So Super Buu toys with Vegeta and Goku at the same time in SSJ2 yet Goku alone went toe to toe with Kid Buu in SSJ2 and held his own.
Also you negglected to mention that Buu did get stronger than Super Buu when fat Buu was removed but that was the huge hulking buu not Kid Buu, when Kid Buu was revealed Goku and Vegeta laugh and arnt worried at all.

The only way Goku could have surpassed them is after Z in the Headrigarn film when no 1 else trained

Actually the fact Goku would have to try to beat Fa Buu is enough to prove he isnt the most powerful, Goku COULD win but he would have to try, Gotenks SSJ3 is on par and could have beat Super Buu with great effort and more time (this is also Goku’s problem time and effort) Gohan would exert no difficulty with any of the Buu’s and the simple fact he toyed with Super Buu speak’s for itself about beating Kid Buu (he dident have either time or energy rastrictions).

1. That’s beside the point Goku never tried that approach on Kid Buu so we dont no how it would have gone, all we no is Goku couldnt effect Kid Buu thus far.
2. Kid Buu was the most dangerouse Buu comeing from the origenal source who you gonna belive and could be fought by Goku in SSJ2 witch Super Buu pwned 2 of quight easily.
3. Goku said he mabe could have won it dousent prove anything, his efforts to beat any form of Buu yet have had little to no effect he can just last due to great skill but due to energy and time restrictions id say Kid and Mr Buu would have taken it with there Stamina and endurance, Super Buu walk’s Goku no doubt.

Even Fat Buu who lost more than half his power to Evil Buu was weaker when he fought Kid Buu, so at full strenth it isnt hard to imagine Fat Buu could have fought Kid Buu.
Next Goku only say’s he mabe could win there is no proof in that none at all like me saying i can beat you in a fist fight...i have no proof but my word, in the actual fight Goku did nothing to Fat or Kid Buu to indicate a victory.
The fact will always remain like this even if we put Fat Buu under Super Buu Goku would have had to TRY to beat Fat Buu and even more so with Super Buu...were as Gohan has shown he dousent need to try to beat either of these.
Now if Kid Buu had become stronger overlooking the fact neither Goku or Vegeta feared his strenth like they did Super Buu’s and deared to face him in combat, Goku’s efforts still dident provide any result’s with all those attack’s...my guess is Gohan would have already crushed Kid Buu anyway due to previouse reason’s but also because there was no time or energy restraint on him what so ever idf you cant understand this then i guess you never will.

Hmm, actually, you guys know that Goku is sperior to pretty much anyone in DBZ in the end of DBZ, counting Mystic Gohan, Gotenks SSJ3 and Super Buu all together?
This is both in the anime and in the manga.
He trains for 10years from the end of the Buu saga to the fight with Uub and also trains after that.
On those ten years he reaches a base lvl equivalent to SSJ3 form the Buu saga just going by 3.4x his strength per year.
Notice Goku usually goes from 300x to 500x his strength every year, 3.4x is just keeping it short.
