Delving deep into COD4 it seems that the game is quite un balanced against lower ranked players because of the perks/weapons/camoflage that higher ranked players get.
I think it should be that you have to use the basic weapons with no scope attachments appart from the sniper rifle of course.

i already planned there will be no perks.
and for guns...
i cant realy help you there...
i never realy go for the big ones anyways.
but the guns will most likly stay as whatever gun of choice.

Err problem im only lvl 9 =/
Just make it your only allowed to se basic guns as people could still put scoped on there guns (not just snipes) and blast you away.
So only the default classes?
Assualt, Sniper, Special ops etc

it rides on witch team got the most points.
