Yes... It is... Chidori is not real lighting but with Chidori Sasuke could control real lighting if his chakra not strong enough to control kirin... he will be burned like hell... and unlike real fire and water that chakra techniques like Katon, Suiton, Hyouton, Fuiton, Doton only have sort temporary times... when the user dies or run out of chakra the water or fire will be vanished...

Vegeta has everything over Sasuke in this fight. I’ve seen Sasuke be on par with Raditz, much less Nappa, and Vegeta makes Nappa look like an insect in the saiyan saga.
