Creating a topic with the intent of breaking a rule, as well as calling on others to spam, you’re asking the whole site to break a rule, not to mention wasting Bjarne’s space and bandwidth.

Ha I did “I’m bored”. Time machine is my more *diverse* one. Even though its about a real life time machine no one looks interested. I feel hurt....
Now as for the reason of why we can’t have a spam topic, its quite simple.
As GN has said, its against the rules, so having a spam topic would incur a ban for the creator and everyone who partakes in such activities within said topic.
Its the same reason why we can’t have a 'be racist to everyone' topic or a 'post a picture of your nudie bits'
topic.
