He’s a clone of Mario. No character is the same, but they are clones. Falco and Fox for example:

Falco’s up-B doesn’t burn while it starts off and is shorter than Fox’s. He’s slower than Fox, he’s stronger than Fox, his laser nudges...

every clone has differences but are clones, nonetheless.

no, his standards attacks are different
his moves are just simular. a clone is the exact copy of the character, dr.mario,ganondorf,falco,and pichu, their moves are exactly the same as the originals. luigi has different moves. sure the attacks are slightly different, but luigi does not have mario’s cape,and in fact his standard attacks are completly different.
