Venom is stronger but is weaker when it comes to anything but brute strength, where as carnage is a insane lunatic with more powers and as mentioned, the ability to meld his body into all sorts of weapons.
Carnage is also a stronger symbiote than venom as it was a piece of venoms symbiote that decided to abscond from venom and go on its own way to power.

Exactly Carnage is a part of Venom. And in comics Venom simply absorbed Carnage.
