Before Avatar Aang move from his feet... Sasuke genjutsu already caught Avatar Aang since Avatar Aang have chakra so genjutsu affect to him... And also Aang having trouble with the slowest Azula while Sasuke faster than her with Sunshin... So...
Lighting dont take any effect to Sasuke... Sasuke based chakra is lighting and fire... sorry...

sasuke cant immitate his moves as they dont use chakra, plus even attempting to imitate them would drain his chakra greatly (only the hokages have demonstrated being as powerful as aang, in the avatar state though aang would defeatall of them easily

Chakra in Naruto is totally different from Chakra in Avatar.
Sasuke can’t imitate fire, earth, water, or airbending.

Shunshin is move like lighting or body flicker... faster than Rock Lee without weight...
Just look what happen to Itachi Kagebunshin when Sasuke meet Itachi in cave and when Itachi talks... Sasuke already in Itachi back and smack him with chidori... His chidori even better than Azula lighting...
Aang eyes cant see those movement... when Aang and Sasuke meet... Before Aang activate the Avatar State... Sasuke already smack Aang using Chidori or With Kusanagi Sword... Sasuke is WAY FASTER than Azula... Which Aang having trouble with Azula...

Your order of events are off. First you need to undersatnd that lightning is not what the name implies. It is a bolt of electrical energy caused by possitively charged clouds when striking a negatively charged earth. The time it takes the lightning to travel from the clouds to the earth varries depending upon the charges present in both the clouds and the earth. Sometimes the charges are so low that the lightning can’t even reach the earth, which is why lightning often appears forked and far above the viewer in the sky.
Also, just because Sasuke doesn’t move at light speed, doesn’t mean anything. It’s all dependant upon both participants eye to body impulse times. There is a certain limit the human body hits where they can no longer see what is going on in front of them. This was discovered when Sonic Jets were used for spying. People flying over Mach 10+ speeds experianced temporary blindness, where things passed so fast that there minds didn’t have the time to comprehend the information from there senses. Moving at light speeds is great, but if you can’t see what your doing, it won’t help you much.
Next I will present the fact that dodging lightning is simple if you aren’t the tallest thing in the area. If you are not highly possitive charged creature, then lightning will search for another more possitively charged person, or will strike whichever metal pole is closest.
Lastly, it’s quite a bit easier to dodge lightning than one might think. Typically people experiance an 'uncomfortable' sensation when lightning is about to strike, which is caused by there body becoming possitively charged. The hair on the person’s head will raise up into the air as the time of the strike grows closer and the person experiancing these odd behavior tends to have 1-2 minutes in order to move themself under a house or near a lightning rod in order to either ground there possitive charge or head into a building for safety. So the human body actually has a defense against lightning that makes the feat of dodging it somewhat pathetic.
