I don’t see anything to really suggest he is. He might have quite a big bonus in power but I don’t think it is THAT much stronger.
How I interpreted that whole destroy the universe thing was that if they couldn’t stop him he would have destroyed the universe. Piccolo says “If we don’t stop him now he is going to destroy the universe"
