Well Chaos Emeralds have been stated to have unlimited energy, and shown to manipulate time and space. The Super Emeralds are the Chaos Emeralds on steroids, so World Rings would be the weakest while Super Emeralds the strongest. And the Sol Emeralds are basically the same thing as the Chaos Emeralds in a different dimension.
