It means that I won’t definitely go to the military as long as Bush is in the position.

It’s just that SOME people tend to become hostages and make things worse for the country when Iraq pulls off some 'GIVE US TONS OF MUNNY AND WE’LLL SAVE DIS MAN."
If the country doesn’t do so, everyone gets to watch the hostage getting his head cut on the television.
