The term n00b means: usually someone, often in online games who acts in offensive ways to other users or people that surround them and refuse to go away, or stay by any other methods for the sole purpose of annoying others.The word noob can also mean in an online game someone who did something stupid, or asked an obvious question.

and, its mainly reffered to on the internet, when it started anyway... to someone who never learns, they just keep making the same mistakes over and over, or act fanboyish... stuff like that...
but ya Newb and Noob arent the same... why cant people get that through their heads??? Newb is just as easy and fast to spell as noob so start using it correctly!!!
